Yep. Could do that.... Could offer the 2nd round envelopes to drivers first and then, when all that wanted to had had a second go, the guests could get their chance to buy. Good idea. 
And, if there were still some left after that, auction them for whatever price until they had all gone. Good entertainment too!

How about enevelopes for cars! 'fraid I won't have a passenger, so I'll only have one shot at the goodies! 
Seriously, I don't think it matters too much. The only suggestion I've got is for a bucket with a slot or something for any other donations people feel like making towards the charity. It's great to be raising a little money while we're having fun. You never know how generous people will be after dinner

Another option would be to have a closed auction for any envelopes left over. Anyone can make one or more bid(s), then accept the highest bids until no envelopes left.

Nigels suggestion was that it's drivers only in round one; then again drivers only initially in round 2 and only at that point, after every driver who wants to has had TWO chances to buy, do we throw it open to passengers as well (and, of course drivers again!).
