Selling car to out-of-state buyer

Not yet but I'm going to. I'm concerned about whether the vent on the hood would allow water to drop directly onto the K&N filter. Perhaps I'll have to put some material over that corner of the vent, if I decide to go with that product.

I bought a NY transit permit when I bought my car in NY. As I understood it, the permit allowed driving the car without a plate prior to permanent registration. I would not think it is needed for a licenced vehicle.
