This is the US. We don't drive on the left side of the road, so we should not be side-swiping cars on the left side of the road. We drive on the right side of the road. So, if there is a car is on the right side of the road, it should maximize its visibility (especially in cases of inclement weather like fog/heavy rain/whatever). Since the reflectors are only on the rear, then any car that is facing the wrong direction is not going to be as visible as a car that's facing the proper direction. This may be one of the cases (as gernby mentioned previously) where the parked car could be deemed as "at fault" if there were an accident.

uhhh... you drive down the middle of the street because you know no one is going to be parked in the middle of the street.
the argument above mentioned the reflector issue, which really isnt an issue if you are in a residential area and have, you know, those headlight thingies on the front of your car turned on, and are going a proper residential speed.
you dont need reflectors to see parked cars, i'm sorry.
if you do, then you should not be driving at night.

There are tons of traffic laws that make more sense in some cases than in others. Just because you can think of one case where you don't think it matters, doesn't mean that the law doesn't apply. If you park facing the wrong way on a street (any street), it's illegal.

police officers have discretion. thats how you dont get a ticket when you're doing 45 in a 40 and they pass you without a glance.
when you're doing 70mph on 635, going with the flow of traffic (60mph zone) and you pass a cop on the shoulder looking for people going 75+ and he doesnt come pull you over.
when you're driving in addison passing a dozen motorcycle cops with no front plate and they dont care.
officers are allowed this discretion because of exactly what you said gernby, the laws make sense in some cases more than others.
in this case, the law makes no sense, hence why, growing up in south garland where 98% of neighborhoods are just like mine, i'd never even heard of one person in my lifetime that has gotten a ticket for something so asinine.
but if you want to argue a retarded point (which is common on here...) then by all means, continue.
