I have found out that Credit Union of Texas offers 9.75% fixed rate credit cards with very minimal penalty fees (they won't automatically raise your credit limits either -this has become the new big thing and a great way to raise extra cash by the card companies) and with NO penalty interest rates. But they don't do business accounts
Community Credit Union is in the process of changing to a Mutual Savings Bank (January) and will do business accounts but they can't give me data till then.
So it appears that your local credit unions might be the way to go. For years you have preferred a Texas based credit card rather than one based up north just due to different state laws. It has gotten hard to find one tho. Apparently the same caveat still applies.
And yes Americans are too far in debt and none of us should be using credit cards much but unfortunately you simply can't function well without them. Credit scores are dependent upon credit usage and without a high credit score dont' even consider buying a car or a house.
