Because if you can afford the Spugen Ti exhaust (which is around $500-$800 depending on which one and the GB price), then you can afford to get both a new OEM lip along with the lowering springs (Hardtopguy sells lip for $342.50 shipped and avg springs cost around $200-$300)
In that case, I would get a new lip and the springs only because it kills two birds with one stone.

I get springs for a pretty great price (Neuspeed Rep in Cali).
I see your point though DV....probably what I will do is get lip and springs.
