Default High Cold Idle Speed

I need some feedback from other owners concerning cold start idle speed. My 2000 idles at or in excess of 2000 RPM at temperatures below 65, and does not start tio idle down for a few minutes. Normal? Seems too high. I have been unable to locate any Honda factory specs on this issue, or the Throttle Actuated Control in general.

Thanks
