Simple stuff first, fuses? Possibly horn wire underhood cut to avoid possible alarm activating?

Stupid question...Is the SRS light lit on the dash? If so, your clockspring could be bad.

Can't find any fuse for horn, horn wire under hood is fine no cut.

No SRS light lit. Checked clockspring too is fine.

Just put power to the horn directly and see if you get any noise...simplest thing to try.

What about the sound when I lock the car with the remote key fob? Is that using the same horn?

Yes but that's just going to let you know if your signal is getting to the horn. If you put power directly to it and it works, then it's clearly your wiring and not the horn assembly.
