HIPPA is a privacy protection guideline that was put into place a few years back. Basically what it says is that your personal information requires extensive protection and that it must be monitored and controlled in very specific ways.

It was designed/written by the government. Of course they wrote it as a wide sweeping act, but didn't think about other implications. It's good for people as patients, but it ends up being a HUGE hassle for people like Jason that are involved in research within a healthcare "covered entity" (e.g., hospital, clinic, etc.).
The good thing is that only three years later, people in gov't have discovered the issues of how HIPAA was drafted and are currently working on a re-write to allow for research and other non-billing/information disclosure activities. Unfortunately it's gov't and we might not see the new version until 2063.
