wheels are def painted....or a REAL shitty PC job.....usually PC doesn't chip or peel like that.
just my 0.02
if I were looking for a set of OEMs to PC this would be prime material......you have to sandblast them anyway.....painted or not. so all the imperfections will be covered or coated anyway.....

i dont really want the knob, i got the CR knob already 
....but i want the speakers, just dont know whens a good time for me to spend that money, really tight on cash right now... my driver side speakers blown i think haha....
