i am sure the 17x9 in front will NOT clear nearly any BBK's with the concave face. (unless you rub spacers)

17x8 will clear quite a few BBKs if i remember correctly

I'm sorry I must of missed your post. Integra21 is correct for the most the part, 17x9+45 will have the concave face and will most likely not clear BBK. I would suggest going with 17x8+45, because the face on the wheel is very BBK friendly.

Out of curiousity, if say 10 people don't get on the list, what would the cost rise to if say just 5 people? Or is Enkei not willing to do anything without at least 10 orders?

I don't know what your business is like as far as monetary backing, but I am willing to bet if you fronted the price the other sets would sell once you got them in stock.
