I've had guys come down from States to buy some s2k parts and had guys from newfoundland come by to pick up a k-series swap so it really depends on how bad the buyer wants whatever it is that you are selling

It doesn't sound fishy. I request COD or I don't buy. No way to know as a Buyer if the Seller is going to ship the item one the payment has been sent. I am more than happy to pay for shipping upfront and pay the rest COD.
Nothing fishy about that. COD is very safe for both parties and gives the Buyer assurances that the item will actually be shipped out.
