I must admit that this broad and general statement does give me the creeps. 
"Police in all the G.T.A. cities, along with Barrie, South Simcoe, Guelph, Ottawa, London and Waterloo have been given special powers to seize and impound cars that have been specially modified for speed"
What exactly does that mean? If I have an intake or exhaust or even "performance" mufflers
, will that mean my vehicle has been specially modified for speed and thus allow the police to impound my car? 
What about guys like Nimesh or Phil with super or turbochargers and lowered suspensions? What if they happen to go into the "wrong" donut shop for a coffee, get checked out and have their cars impounded? Will that not affect anyone here?
