The specs on the car are not on the website unfortunately, it was featured in Canadian Sport Compact National, that's where I got the specs.

Umm, don't bother quoting PACER.
PACER is a sham of a group created by a dealership owner looking to profit on the stupidity of younger (and even some older) drivers.
They could actually do something productive with PACER, but they just don't have a clue. It took them 2 years to do absolutely NOTHING (which is basically where they are now).

I'm no lawyer, but if the police support the PACER program, and your modifications comply with the HTA, and in an area of ambiguity and judgement, technical specs are inline with the their showcase vehicle, (i.e. decible performance on their chosen exhaust) then it only seems fair that they should signify a legitimate benchmarch. (of course fair doesn't really have anything to do with this. I don't know how the courts are handling these matter.)

PACER is a joke, and the owner of that Multi-color S2 doesnt know jack shit about the car...at least it was the case when I talked to him.
back to topic, its just an exhaust ticket, it wont affect your insurance rate, so take it to the court and see how it goes.
they will probabily throw it away or lower the fine on the ticket.

YEAh, going tomorrow to book a court date...have to drive all the way down to richmond hill again.......Maybe I'll grab some Korean BBQ while i'm at it hehe......
