Depending on the speed when your mom was going crashed into him.
If he's replacing the bumper which I doubt in your description above, it's not going to cost more than a grand and half at most. Considering that he's bringing it into an top-notch bodyshop doing the repairing works.
But if he's replacing the bumper, I'd say about 500 unpainted? On top of that you plus the painting + installation...
The 3 grand he states at beginning was simplly rediculous as no one could justify the damage at all at that point, unless himself was a mechanic. Replacing the whole bumper or repairing it, either way he doesn't need car rentals for 5 days...

New poster here (don't own an s2k yet..)
A few years back.. I was involved in two rear-end accidents.
First one: 10kph, to fix the scratches and repaint the bumper cost about $300-$400 to fix.
Second one: 25+kph, Ford Taurus, to fix dent, scatches and repaint cost about $600-700.
All prices I paid above are taxes in, including labour. The second was more expensive because they took off the bumper and decided to repaint the whole bumper and check for behind-the-bumper damage.

that's ridiculous, $3g's for a bumper.
did they put in b.s. like "readjust the bumper re-bar support" into the guestimate?!
i think that even if you call the insurance company, and your premiums do go up, it shouldn't be more than the $3g's that the guy wants.
besides, if there ain't a scratch on your car, you can flat out deny it. how are they gonna match screws that belong on your car? anybody can get info on your insurance company.
call his bluff. do it.... do it!!!

if i got hit by someone... i want it re-instated to the original form... fixing the bumper won't cut it for us... so likewise for him...

I understand it...but the person was not being reasonable at all.
It's not like your mom was trying to get away from the scene or driving carelessly. Asking 3G once after step out of the car and had a quick inspection on the bumper was non-sense to me. Like many have said before, a brand spanking new unpainted bumper + painting + installation would not come up more than 1.5G~2G at most, which I already think it's pretty rediculous price range.
Hope everything would be sorted out tomorrow when you meet him.
