yes you tuck the lining under the fender and then roll. you could cut off your tabs if you want, doesn't matter.

FYI: I take it your doing this due to a wide tire and or offset combo.

The rear mounting tabs will be the next thing the tires will rub and will require relocating

I haven't read anything about the front tabs being an issue
