Drive Clean program changes
As of January 1 2006 new vehicles 5 years old instead of 3 will require emissions tests. Vehicles 12 years old or older will require annual testing.

^ this new proposal makes more sense - no point in testing 3 yr. old cars.
hopefully this will take more POSes off the road.

As well, 20-year-old light-duty vehicles, which have a high risk of being serious polluters, will now require testing, with 1988 and newer model year vehicles staying in the program.
