Cusco reinforcement bar or X-brace, rear tie bar,...
which would have more of an effect on performance, the cusco 3pcs bar or both the x-brace and tie bar, or a saner front sway bar?

Ummmmm.
Well you're comparing apples and oranges for a start.
So, let's talk about the easy thing first. The rear tie bar is just a replacement for the stock rear tie bar. It's beefier and looks better, but you'll never notice the difference driving.
As for the Cusco 3 piece bar. This thing looks like it just adds weight to the bottom of the car. Look, 3 thin bars and a couple of bolts is not going to add a significant amount of chassis rigidity to the car.
The X-brace is good. We have evidence to back up the fact that it reduces the deflection of the a-arms under hard cornering.
You should get it.
As for the Saner sway bar, only Dogman has it installed. He swears by it. So ask him about it.

Go with the X brace first. Many other modes will take presidence over the Cusco 3 piece bar. Having said that, don't discount the Cusco bar. The presence of the Cusco bar can be felt, and if you use the hard top, it can be heard.

I've got both the CUSCO three-piece and a DiGrappa x-brace and although the three-piece did make a difference it wasn't nearly as pronounced as the difference made by the x-brace.
And if you plan to autocross, only the sway bar will keep you in a stock class...

The Saner bar is a stiffer anti-roll bar or sway bar for the front suspension. Since it is stiffer than stock it reduces the "lean" of the car of the front wheels during a turn. It also has the effect of making the suspension of the front two wheels less independent, so potholes should seem rougher, i.e. more like a go-kart.
So who cares? The main effect is that the stiffer bar gives the car more understeer or less oversteer depending how you look at it. If you find the car has a loose backend you might like it. I don't personally have experience with a stiffer front anti-roll bar, so don't know how it effects handling on different turning situations.

I have the x-brace and saner bar.
I love them
I still say I don't understand what the cusco three piece dealie does, until someone proves to me it works I don't buy it.
