The GPW offered in 04 comes with black+red interior only, you cannot get GPW/full black. I was just there at ReadyHonda last Friday, so I think i know what I am talking about.
Mark has the GPW/full black cuz Jeff aka HardTopGuy did a full interior swap on his 04

Your right, only silver and black come in full black and black/red. I checked Honda's site but I guess my browser was working properly with their java thingy.
But as far as GPW not being available in '00 check out autotrader. There are 2 of them. I suppose they could have been repainted but I REALLY don't think so I've seen 1 of them in Ottawa at the dealer. The manager/owner of one of the dealer drives the one with the stickers.
2000 GPW came with full red interior. I don't think the dash is red though, just the seats and carpet.

NO GPW in Canada until 2003. The ones in the autotrader are US cars. Even then, '00 GPW in the states were red/black. The full red interior was available in american cars ONLY in '02...
