Default temper bit proof T25 (hexagonal shape) tool

Does anyone know where I can purchase or obtain this type of tool? I need it to access my HID bulbs. Thanks.

Is it truly a tamper proof bit, or is it just a Torx?

If its a security one with the little round piece in the center, you can buy those at Lowes.
