Honestly this was just a stupid situation. Fedex and UPS include $100 of insurance so I don't know why Manny didn't take the 5 minutes to file a claim - It should be Manny since he is the one who will see the refund check + the shipping company usually returns the item to the one who shipped it (I've went through this a couple times).
I have actually opened a claim as a buyer before but the shipping company returned the item without notifying me and gave the seller the refund check (the seller was legit and sent me the money) -- so basically what I am saying is, the seller should open the claim. Also, I agree the refund should be given because it doesn't matter the outcome of the claim... The buyer deserves all his money back.
Also, I see the shipping date was only 6/22 so Manny, just open a claim. Send the refund. The shipping company will return the valve cover to you, and possibly the $100 of insurance. If you got both you could probably even sell the valve cover again with the crack for like $20 or something and recoup all your costs. If you don't well you can at least see if anyone wants to buy a cracked valve cover.
This can still EASILY be fixed.
