Where to buy 303 Vinyl Protectant
Is it available in my local Walmart or do I need to order it online ?

I agree with StknCaS2k.
I've never been in a marine store/boat dealer that didn't have 303. Marinas have acres of convertible tops and plastic windows, and are exposed to some brutal sunlight.
These places usually have some good metal polishes and clear plastic cleaners/polishes as well.
