A small paint brush (half inch) will also work for the lugs.

I pulled off my wheels last weekend. Scrubbed the rims and used Simple Green in the wheel well. I do this about every six months. It really makes the car detail job look "finished."

Shouldn't the rust come off the rotors from just using the brakes?
