You should be happy your flashlight wasnt a Surfire. They are roughly $100+

Was he an independant contractor or does he work for a large company? If he's independant and he stole it you're probably out of luck, but if he works for a large company you need to let his supervisors know this happened.
Either way I'd at least try to contact the plumber and see what he says.

Yea, that ALWAYS works out . Really, the police have better things to do. I have known people that have stolen bigger things and there's nothing the police can do about it. I used to know someone that stole $2500 from Best Buy and all they did was say "we know you did it and have hidden cameras, so you're fired." Regardless of the person I knew being fired, they havn't sent a court date, or anything. They also fired 12 other "suspicious" employees to try and solve the problem. Saying someone stole something is a pointless argument and will get you nowhere, the thief will always deny it. You have no proof that it is "your" flashlight.
