Default Weird Substance on Fenders

It looks like dried cement but I'm not completely positive. Does anybody have experience removing something like this?

I tried rubbing it with a clay bar already but it had absolutely no effect. I'll get back to you on the texture.

looks like lane marking paint to me, does it have a slight texture to it? Did you have a good coat of wax or sealant on it?

I'd try some wd40 or bug/tar remover first. let it set long enought to soften it then see if you can gently rub it off.

The material feels smooth like dried paint that has been clumped together so I assume that the previous owner of my car must've driven over lane marking paint as willinathen stated above.

no matter what it actually is the wd40 and bug/tar removers won't make it any worse. Go ahead and try them, if it softens it even just a little bit, then keep doing it until it's gone. I think it'll come off easier than you expect. work on a small part first, inside the bead of the fenderwell if it's there too, where it isn't too visable.
