Yes there is a valve in the nozzle.
One of the washer nozzles in my car had the opposite problem - the ball in the nozzle that acts as a valve stuck shut. I think this check valve is primarily to keep water from draining out of the hoses back into the tank.
In any case, I pulled my nozzle off and hit it with compressed air and used a little piece of wire to clean it out. Note that the wire will not go past the check valve - I wasn't expecting a check valve and tried to force the wire past what I thought was a blockage. I got lucky in that I didn't mess it up.
Once you get the valve fixed, I'd switch to a different brand of windshield washer solvent. Mine stuck when I was using the cheapo stuff.

I'll give the nozzle a good cleaning. I was beginning to think that the air rushing over the hood was creating a vacuum that was pulling the fluid from the passenger side nozzle out through the drivers side nozzle.
