personally. I would use some quality powdercoat stripper (sandblaster is that doesn't work), and then hit it with a 4-5 in buffing wheel or table buffer with metal polish.
I don't think this should be too hard.

If it's stainless steel, it shouldn't be too much different than aluminim. Maybe just a little more elbow grease.
If it's regular...like...old fashioned steel...I personally would probably go have it chrome plated. I think it still can be polished out, but I think it might take a little more work than I would be willing to put into it. Plus you have to then defend against rust problems that will unfold. And you'd most likely need a sandblaster of some sort.

Just about any metal can be polished. The problem lies in what guys think is "polish." Mothers Aluminum polish or Mag and Aluminum polish is just an oxidation remover. Just about every metal polish you see for sale in an auto or grocery store is an oxidation/tarnish remover. For true polishing you will need a buffing wheel and real metal compounds http://www.caswellplating.com/buffs/sspolkit.html
