depends on the size...
and neither one should be used on the car if you have never done it before- first practice on just about anything else to get the "feathering" of the spray paint, or the proper thickness of paint if with a brush. once you get the touch then go for the car.
got pics?
make sure that you get all of the rust first-

from that pic the paint looks to me like it is in need of clay, polish or both... lookin very rough!! (the other areas)
and the cancer that you see is small. i think that brush touch up is the best.
i would prob use some naval jelly after the sanding- depending on what you see after removing the paint. pens are prob too fine for that area. you are between the pen and spray- to me its lookin like brush.
very strange place for rust cancer- any more on the car???

haha, the paint looks rough b/c I just drove 300 miles in sleet/sand/crap, and have not cleaned her yet.
so you think brush is the best huh. but i always thought getting a smooth finish with a brush would be tough.
these cars tend to get rust right there because the plastic trim rubs against the metal and eats through the paint. i had 2 bodyshops inspect the car, including the undercarriage, and we could not find any other rust. (fingers crossed)
at this point, i can either try to touch it up myself, or have a pro do it for $225. Or I can have Mercedes take care of the problem if my complaint goes through, but in this case they'll probably repaint the whole trunk, which I'm not sure is a great idea either.
