That is a real bugger, isn't it? I go at it with NEVR-DULL. It's a chrome/metal polish that works quite well if you don't let the black stuff build up too much. The polish will still work but the more it's built up the more elbow grease you'll need.
Oh and watch out for the sharp edge of the inner pipe. Many a guys have nearly surgically removed a finger on 'em.

I use griot's wheel cleaner which really gets that stuff off with ease.
One of you is probably going to tell me why I shouldn't, but my theory was that the tips were no more fragile than the finish on my wheels, and griots definitely works well on those.
