I was just about in the same boat as you not too long ago. If you don't already have a Porter Cable im going to recommend the 7424. I have not got to use it too much yet but from what little I have used it, it worked great.
Your going to need pads also. I just picked up the Edge pads and so far I have absolutely no complaints.
Now for the polish, there are lots out there to choose from and you should get a few different responses. Im going to say the Poorboys line of polishes. I have done some reading and most people really seem to praise these polishes.

They will have everything I have mentioned above and much more! I just made a pretty large order and I wil definately be ordering from them again!

Sorry I missed the first part of the question. Polishing is used for removing swirls, oxidation, and other imperfections in the paint. The process I will do is to wash it, claybar it, polish with Porter Cable, then finish with a wax of choice.

No, you can polish by hand but it will take quite a bit longer. The PC mimics the circular motion your hand makes but at 2500 to 6000 operations per minute. It just makes things A LOT easier.

Hand polishing is a MAJOR PITA and it will take you forever to get 80% of the result you can get with a machine.
The PC is a great investment and is much easier to use than a rotary buffer. It's difficult to do any damage to your car with the PC and it's very easy to learn to use.
If you don't want to make the investment in the machine a great alternative is to make friends with someone who has one. Just buy some polishes and find someone who'll let you use their machine & pads.
