If you're patient (it'll only take 15 minutes or so), just use rubbing (isopropyl) alcohol. It costs about a dollar, is available at any drugstore.

You don't need to remove anything. Just use alcohol and a rag and rub at it, it will remove all of the silver "paint" and uncover the "chrome" finish beneath.

umm mine is flaking kinda like his center piece but when i took rubbing alchohol to it it turned black did i rub it too hard?

I think it depends on the year.

My 02 was black underneath, but I have seen some (00-01?) that were "chrome"

or buy a previous year center console.

Personally I like the black look just as well. It still has a very faint sparkle to it, and it is a gloss black. Accents the shift boot well.
