I have a Black & Decker that a friend gave me about 10yrs ago because he had no where else to put it, but I haven't used it. It's model #9530, 8", 3amps, 1/3HP, 2500 OPM (no RPM stated).
2400-2500 OPM is not enough speed to do any paint correction (i.e. swirl or scratch removal). To give you an idea the PC tops out at around 6,000 OPM.

Also, here's an FYI to help you compare machines . . . OPM is a measure used to judge the speed an orbital buffer oscillates. RPM is a measure used to judge the speed a rotary buffer spins. Rotaries spin an an axis which allows them to generate a lot of friction and heat. Orbitals "jiggle" or oscillate around an axis keeping the heat at a minimum which makes them much safer to use.

Unfortunately, the the 9 and 10 inch machines sold at Sears, Walmart and the automotive parts stores won't work.
