The scratches are easy I'll let others resond to the paint chip question (since I need help too)

I am assuming the scratches are clear coat scratches aand have not actually damaged / affected the paint. If so, I recommend these products:

Menzerna is great and best used with a random orbital polisher. Try final polish first and if this doesn't accomplish what you want hen use intensive polish followed by final polish.

If the paint is damaged then ignore this post!

minor scratches can also be removed with any good swirl remover... if they really are minor scratches.
the benefit of a swirl remover is that it is not as aggressive (wont eat as much of the clear coat) as a rubbing compound.
the menzerna's above are also a good choice and i agree that the porter cable is the best tool for this.
personal choice- i would probably first try 3m swirl remover and if that didnt work i would go for the menzernas.
