does not look good...
the process that i would use:

1. wash with car shampoo and wheel brush
2. spray with non-acid based wheel cleaner
i like this one:
http://autopia-carcare.com/autopia/p21-105g.html
3. wash with wheel brush
4. rinse off
5. clay if needed (with clay that you would trash after)
6. if that does it, protect with 2 coats of synthetic covered by carnuba

report back how it goes!!

However, I would recommend trying the p21s GEL formula of their wheel cleaner. I've found that the normal version is a bit weak. I've also heard that Amazing Roll-Off (http://www.properautocare.com/ro-32.html) is a pretty strong (but safe) product, but I've never tried this myself.

Some info on the p21s gel wheel cleaner:

"Gel Formula P21s - for wheels that tend to soil heavily due to higher braking speeds, softer brake pads or infrequent cleaning. Spray on, allow to stand for up to two hours, touch stubborn spots with a sponge, and rinse off with a sharp stream of water. Gel composition clings to vertical surfaces to provide an increased cleaning effect."

You can find it here: http://www.sportscarcare.com/scc/product.a...?ItemID=p21-wcg

I'd have to ask a question or two before recommending anything. First, the black spots. Do they "stick up" above the finish of the wheel, or are the below the finish. If they "stick up", that is good, as they may be road tar or the like, any might be removed with something as harmless as kerosene or commercial bug and tar remover. If the spots are lower than the level of the finish of the wheel, it is surely a failure of the finish on those wheels. I note that they are not OEM, and would wonder, if it is a finish failure, if you have any warranty on those wheels. If these things are true, contact the seller on the warranty. If no warranty and the spots are below the wheel's finish, it may become necessary to take the sheels to one of those shops that fixes bent wheels, as they also have to refinish them after repairing the bent spot, and you wheels may need refinishing.

Thanks,
Richard
