Default Headlight peeling?

The driver side headlight on my car looks like this:

I did a few searches and could not find a situation that looked similar to mine.

Anyone know what this is and how I could fix it?

We had this on one of my housemates EK3 headlights, it seems to be a rubbery clear coat that they put on the lights. If you peel it all off it makes the headlight kinda rough and hazy, which means you'll need to sand and polish it to bring it up again then probably best off applying a clear laquer to it.

At least thats what we did the EK3, but his headlights weren't worth about £500 a pop...

Would it be better to sand, polish and clear coat or just find a replacement AP2 headlight lens?

Ideally, I'd like a solution that's cost effective and as long lasting as possible.

i would sand and polish. it will look like new and it's very minimal upkeep.
