Fine scratches on ALL of the spokes of my LE37!

Fine scratches on ALL of the spokes of my LE37!
I need your help...I keep my car covered during the winter season, since I do not use it. It was nice in NoVA over the weekend, so I decided to uncover my car, and started it just to make sure that everything is okay.
I looked at my wheels (Volk LE37t) and noticed that all of them have fine sratches on the spokes! I am pretty certain that these were not there the last time I saw the car. They are very fine scratches, and it looks like its on the clear coat. I tried appyling scratchX and it did not do anything. Has anyone have this same thing happen? I am using a Noah car cover that should not harm the clear coat, and that the only thing that I can think of that might have done it.
So my issue is...How do I remove these scratches? It is not that visible, but when the sun hits it, it is very obvious. Please I need some help, I am planning to part out the car this spring and wanted to sell the wheels in good condition.
Do any of you guys recommend a product that I can use to take them off? An advice on what steps I should do (wash/polish/wax/seal) Please let me know, I'd really appreciate it!!

I'd use a machine with 4" pads and some polish like Menzerna 106.

a good synthetic with at least a coupla coats is a good idea.
i follow up when they get at all dusty with a dusting and then detail spray with either carnauba or synthetic in it.
