DIY rusted paint chip help
Hi all,
My sis-in-law's DD (a black Highlander) has a small chip (maybe 1/4 the size of a key on the keyboard). My bro would just use touch up paint (it's a DD, so he just wants it to look decent and protected), but due to the rust isn't sure the best approach for a DIY.
What's the best way to take care of a rusted paint chip? I think I have an idea, but figure I'd go to the experts.

Here's a noob question - my bro doesn't have a porter cable... he should be ok b/c it's a small area if he does it by hand? I think he has a dremel somewhere, but that might get kinda iffy, right?
