zippity

I have dirt specs around the wheel wells that I just can't get off...I washed and clayed the car yesterday with no luck. Some of the dirt lifted, but it was as if there was a coat of wax over it that I couldn't break through. Anyone else struggle with this. It is especially bad behind the two front wheels. Would a bug and tar remover work best?
