I would say you probably have to stay on top of the wheels a little more.
1. you can let p21s wheel cleaner sit overnight and then clean them
2. you can try a clay bar to remove the brake dust
Just curious how long are you waiting between cleaning your wheels?

Here is what I would do say a mini kit:
Uber Spoke Brush
Swissvax Wheel Brush
Uber Boar's Hair Wheel Brush
P21S wheel gel 500ml
Adam's VRT (tire dressing)

Claybar would not do anything for the brake dust spots. My thumbnail seems to work best but I get tired.
Wheels get washed every time I take them off the car. I do not like handling dirty wheels. I change wheels for a weekend two to three times a month. (Race tires/Street tires) Even during the off season my street wheels get washed every 2 - 6 weeks. I probably need to do the Zaino treatment again. It did seem to help make the dust come off easier.
Part of the problem may be the Hawk HP+ brake pads. They make more dust than stock pads. The worst mess that I have had was when I used my wheels on a friends car. She has Cobalt pads. The event ended late on a Sunday evening. Monday the rain started. The wheels laid in the back of the truck until Wednesday morning. The brake dust from those Cobalt pads is so corrosive that it had pitted the clearcoat by then.

I guess at this point if the clay doesn't work I'm a little lost it always works for me.
Those temps and those brake pads must do the job.
The only other thing if the p21s doesn't work is to go stronger with some acidic products. they will definitely do the job but use caution and read the instructions it can eat up the clear coat on the wheels.
