agree that you should not use acid if you can find any other way to fix the problem...
for tar, i would start with a tar & bug cleaner (autoglym makes the one i am using now)-
you can also try wd-40 or several other remedies...
once you get the tar off, i would use a wheel cleaner, like p21s or other non-acidic cleaner. a wheel brush is an important tool here-

Tried WD-40 didn't try bug and tar because afraid of ruining the wheels and paid big dollars for and also try mcguires mulit piece wheel un protected cleaner that didn't do the job living in boston is kinda rough roads are always being worked on it was not a good winter

I've used rubbing alcohol (isopropyl) with some success. Seems to depend on the tar... sometimes it works, sometimes it doesn't. But it is cheap and it won't hurt paint or metal, so its worth a try.
It's good to have anyways, as I've used it for bugs and tree sap with great results.

Goo Gone did a great job of getting tar off of my exhaust. Not sure on raw aluminum though.
I'm curious though, why does it matter that your wheels were made in Poland?
