God bless you, JulieU! I specifically bought a bottle of Nu Finish because of this post and holy cow! Works like a champ! Had a bunch of tar and rubber munges (and maybe a cone mark or two...but there were no witnesses, so I say it didn't happen) from a recent track day and this stuff removed it all. Nice! And thank you.

You might give Nu Finish a try. I've had good luck with removing tar and cone marks with Nu Finish.
I also keep naphtha in my bag of tricks for not only automotive gunk but around the house. (Lighter fluid, hand warmer fluid) Leaves no residue. Way better than alcohol, methyl or ethyl. I often rub it in with my finger tips to remove the offending material.

Agree...I use R3 after every track day. Best product ever.

Sorry for the lack of updates, life's been kicking me pretty hard and I've been down for a good while it seems : /
Here's what the panel looks like now:
It's actually been cleaned up a bit more since taking that picture. Stains not as visible along the rocker panel; The quarter looks as it should now.
Looks decent from ~1.5-5ft away as shown, but get right up on it and you start to see imperfections here and there from what I'll assume are issues the previous owner also had. Eh, trying to live with it... Hate paint imperfections (Duality of my statement: Front bumper could definitely use a respray; Wildlife, Recent rain and storms have helped "decorate" my bonnet as well)

As of what finally worked: Basically everything.
Going to stay specifically vague and say I risked damaging the paint to finally pull the stain(s) up. My issue was definitely unique in the way that the stains had been "trapped" in, requiring the use of more abrasive items (I.E Lacquer Thinner[VERY small amt just to test], Kerosene, Naptha, as suggested above and others --- NO wet-sanding!) but hoping information presented in this thread helps other through their searches.
Also Hoping I don't have as much trouble next time around - A lesson to not be as complacent in the future as I was waiting for better weather and sufficient time for the DIY mudflaps (which has now been completed, along with the [re]install/repair of a fender liner).
