Face value on the tickets start at $850. When I went 10 years ago (XLII, Giants beat the undefeated Patriots!!!), face value for upstairs was $700. I paid quite a bit more for it (about 2500), and justified it by spending extra days between Phoenix and LA, making a vacation out of it instead of just 2 days. Since I was traveling, I wanted to make sure I had a ticket purchased beforehand. Oddly, if you going to a game during the season, and it's important. I'm not sure that scalping a ticket doesn't sometimes cost 3-4x face value. So it's not the %, it's just the number that increases for the SB.
I had a friend at work who went out with a bunch of people. They knew people in Phoenix, and were also planning on the PGA Phoenix Open. They all ended up going to the SB, found unsold/unscalped tickets that morning and went for less than face value. I guess it's all about the risk you can stomach.
I'll say this - it's now off my bucket list. It is seemingly more about the marketing and brand than the game. I figured either... I'd see the Giants win the SuperBowl live, OR, I'd see the Patriots go undefeated and change the history books. As a football fan and a Giants fan, one outcome would be better than the other, but both would be special. I've done it, can say I've done it, and unless something unusual comes up again in the future, never need to do it again.

I don't know about face value but those numbers come direct from CBS who are the station showing the game and they have been talking it up every morning.

I think the only way to actually pay face value is to win your teams respective lottery (10 or 20K tickets for each team) After the team dignitaries and such, the rest are usually raffled among all season ticket holders for the team. If you win, you pay/get tickets. I think the NFL also does a lottery each year for a small amount.
Then there's all the sponsors and such, and the team whose stadium hosts gets tickets, and my guess is many of them sell them and for big dollars.
