Every car company has an incentive to cheat; some get caught. Even Honda - In 1998:
Honda agreed to $267 million in recall costs and fines to settle allegations it disabled a misfire monitoring device on 1.6 million Accords, Civics, Preludes, Odysseys and Acuras built between 1995 and 1997. Because of the disabled device, malfunction indicator lights intended to indicate poor engine performance wouldn't come on.
You are correct, and I owned more than one Honda that fell under this. It was a real issue for the leasers, who were charged for over mileage. That was a debacle, and they came through it like VW and anyone else caught "cheating".

I would hate to someone who was in the midst of getting a new car and attempting to unload a VW diesel right now.

I'm sure that there is going to be a massive class action suit. The problem with class action suits is that the lawyers generally benefit and the owners walk away with very little. And the guilty company gets what amounts to a mere slap on the wrist.

I would bet at this point a lot of manufacturers are worried.
To date there has been a trust relationship that the OBDII port was telling the truth.
Knowing how the govt tends to react to these sorts of things, it just cost the industry a bunch of money in additional testing.
They will have to run two tests now, one with and one without instrumentation to validate the OBDII port data.
I'm also curious about how much performance/MPG improvement VW got.
It had to be a lot to make the deception worthwhile, which means it is all the worse for them to deal with.
