Price Gouging?

Okay things are a little different up here in Canada, but a trend I have noticed is that price is changing on a hourly basis here.

For example, in the morning I notice gas at the 2 corner gas stations to be say $1.00/litre. In the late afternoon, on my way back from work, which is at peak traffic hours, it is up around $1.04 or $1.05. In the evening around 9 pm it is down to $0.98 <--- that is what I think the "real" price is, the other = gouging. I buy somewhere near work where I don't see that trend.
