It's very common around here for construction sites to be ripped off. Even the new Palmdale Sheriff's station got ripped off. My husband has jobs all over northern Los Angeles and Ventura County, and people steal the wire out of conduits, steal the electrical panels, break locks off of anything locked, and steal what ever's inside.
I don't think they are really desperate. It's just the way they make money, like drug dealers. Scum.
