I can't speak for the '96, but the manuals for the '94 say replace the timing belt at 90k miles. So if the one you're looking at has 87k miles, I'd expect that you'll have to do that soon.
To replace the water pump, if it should begin to leak, you have to remove the timing belt, so I think it's common practice to preemptively replace the water pump when replacing the timing belt.
