Generation labels

Generation labels
I've heard these generation labels tossed around for quite some time now but I have never heard who dreams them up, why they are labeled as such, who decides when one ends and another begins, or what purpose they serve. Perhaps some of our more enlightened members can answer this.
According to one source the breakdown goes like this:
Generations are grouped as follows:
- The Silent generation, people born before 1945.
- The Baby Boomers, people born between 1945 and 1961.
- Generation X, people born between 1962 and 1976.
- Generation Y, people born between 1977 and 1989.
