Yes, I assume responsibility for my car when I enter the street, but the non-participants using the same street have not assumed any responsibility, nor signed any waiver or release, regarding my car or my actions. I think the issue is potential property damage or injury to a non-participant who has not waived any legal rights at all. I think that at the track, everyone who could be injured (including spectators) has at least signed a waiver. The track is private property and can require a release as a condition of admission. The street is public.
I cannot fault anyone for a reluctance to put themselves in the position of potential co-defendant in a lawsuit, because even if the defendants "win" they will have endured the worst mugging imaginable. Similarly, I have to appreciate the tremendous commitment required of the volunteer group leaders: I believe they all committed to two trips to Pittsburgh before the event, plus their responsibilities on the day of. That's a bit of time and money.
I enjoyed the tours on both of the Fall Colors events I attended. The group leaders and route planners did a first-rate job, and I had a blast! However, if there is an FCT '05 without a drive through the countryside, I'll book a hotel room and register as soon as the date/location is announced: I enjoyed the whole weekend and the lack of a tour would just leave a 3-5 hour gap to fill with some new activity. And based on my opinion of the people I met at '03 and '04, someone will have an idea that will fill those 3-5 hours. I suspect the hard part will be choosing which alternative to pick for that time span.
