I wonder how insurance companies are valuing cars that get totaled, if they are taking into account the higher values, they should be as KBB has raised values.

When I totaled my 2001 with 155k last July, USAA gave me what I felt the market value was at that time. Course, I had to do a bit of negotiating to get that!

FWIIW: Two weeks ago my Sister-in-Law who's lease is up on her 2019 Chevy Equinox with just under 30 K miles on it asked me what she should do. I asked her if she had a buyout figure that was firm. She told me she did at $23K. I checked on KBB and it is worth $29,900 in her zip code. No brainer as to what to do.
As I have over 178K miles on my 2003 AP-1 I realized a couple of years ago that if I was involved in an accident (even while sitting at a traffic signal) that I would not get what the car is worth to me. After all, I can't replace it. So I arranged through my Allstate Agent to insure it for an agreed upon price with Haggerty. If they total it. I would get a check for $50K. That only costs me less than $200 than I was paying Allstate. For another $50 if they total it I get the money and I get to keep the car. So I figured if the car is totaled due to body damage but the engine and transmission is still good I could part it out.

although it may have been rural separated two lane hard to tell.
In Mass he'd be in more trouble as they treat it as a felony.

I used to drive that road almost daily commuting from Winchester to Ashburn and back. That particular section of Rt 7 just east of Leesburg is a six lane suburban road with heavy traffic at most times of the day. The article states that he was apprehended around 5PM, which makes me believe he was probably eastbound, as the westbound lanes are packed at that time - though the eastbound lanes are not anywhere near empty.
In Virginia any speeding infraction more that 20mph over the posted speed limit (or over 80mph) results in a charge of reckless driving. Class 1 misdemeanor, $2500 fine and up to 12 months in jail.

Typically our Police officers won't get out of their vehicle to pull you over for 20 km/hr over the limit, and you usually need to be going over by 30 km/hr to get their attention. Now I'm quoting km/hr and not mph, but I've heard of US cops giving out tickets for 5 or 10 mph over the limit which seems crazy low to me.

I had a deputy give me a ticket for 38 in a 35. Said I was driving too fast for the conditions. It was 40 degrees with snow flurries...
