I don't know what the circuit looks like on the s2k since I've never looked into it, but It could be a bad wiper relay. Again it's just an idea as I don't actually know how the circuit is laid out.

My friend's crown Vic has the same problem turned out it was the motor, granted not the same car but the symptoms were identical.
