Window won't roll up

That cable is a part of the regulator. You can buy the regulator separate from the motor, I think. It's a pretty easy job, should take about 20 minutes or so after you get the door panel off.

Maybe you have to buy the motor with the regulator. I can't really remember.

the cable leading to the pulley snapped so would that be the regulator.

Yes, you have to change the whole regulator.

alright looks like i'm buying a regulator. i assume its not that hard to change out. do i have to route the cables any special way?

Negative. Just bolt in the assembly, and bolt the window to the regulator. Straight forward install.
